What your job will be like:

The Chief Audit Executive (CAE) reports functionally to the Chair of the Jefferson Science Associates, LLC (JSA) Finance Committee and administratively to the JSA President/Lab Director. The CAE directs all internal audit activities for Jefferson Lab, JSA corporate operations and other JSA programs. This position provides JSA corporate and governance bodies (including the Board of Directors and various operations committees) with a thorough analysis of the financial and compliance, economy, efficiency and program results of all administrative and technical management policies, procedures, practices, and systems. As the CAE, you will provide critical feedback to JSA corporate and governance bodies, Lab management, and the U.S. Department of Energy (DOE) cognizant contracting authorities on compliance with contract covenants, Lab policies and procedures, and applicable federal and state laws and regulations. The position liaises with DOE in implementing and maintaining the Financial Management Assurance (FMA), pursuant to OMB A-123 requirements.

In this role you will:

  • Provide independent, objective assurance and consulting services designed to add value and improve operations.
  • Utilize a risk assessment methodology that identifies the audit universe, risk criteria used and associated weight factors, coordinates the annual audit plan development and reporting process.
  • Ensure each engagement of the internal audit plan is executed, including the establishment of objectives and scope, the assignment of appropriate and adequately supervised resources, the documentation of work programs and testing results, and the communication of engagement results with applicable conclusions and recommendations to appropriate parties.
  • Follow up on engagement findings and corrective actions.
  • Ensure the principles of integrity, objectivity, confidentiality, and competency are applied and upheld.
  • Ensure the internal audit activity collectively possesses or obtains the knowledge, skills, and other competencies needed to meet the requirements of the internal audit charter.
  • Review and analyze various organizational processes, controls, adherence to policies and procedures, compliance with DOE contractual provisions, and State and Federal laws and regulations.
  • Maintain a quality assurance and improvement program that covers all aspects of the internal audit activity to ensure conformance with the Institute of Internal Audit Standards and Code of Ethics.
  • Maintain Jefferson Lab’s Internal Audit Policies and Procedures Manual.
  • Design, implement and execute—including obtaining DOE approval of Jefferson Lab’s Internal Audit Implementation Design Plan.
  • Maintain Jefferson Lab’s Internal Audit Web Site.
  • Establishes, negotiates, develops strategy, and tracks progress of Performance Evaluation Measurement Plan (PEMP) as required by Contract for Internal Audit.
  • Responsible for overseeing Peer Review of the JSA Internal Audit function. Organize, plan, and direct the Peer Review process.
  • Represent JSA in DOE Contractor Peer Review Program by participating as Team Member of Peer Review Team of another DOE Contractor.
  • Represent JSA at DOE Contractor Audit Director’s Meetings.
  • Assists JSA management in strategic planning through participation in the analysis of corporate and programmatic risks and vulnerabilities.
  • Lead compliance with the DOE Enterprise Risk Management requirements.

Qualifications We Require:

Education:

  • Bachelor’s Degree in Accounting or Finance or related field*

Experience:

  • Minimum of fifteen years of experience in public and/or governmental financial and operational auditing*

*Or equivalent combination of relevant education and experience

Knowledge, Skills and Abilities:

  • Excellent interpersonal, writing, and analytical skills.
  • Must be highly proficient in preparing and presenting research and recommendations via high quality written reports and verbal presentations and discussions.
  • Strong familiarity with the full scope of contractual, administrative, and regulatory responsibilities of a federal contractor.
  • Unwavering ethical integrity
  • Thorough competent understanding of

  • Professional and Governmental Auditing and Accounting Standards
  • Acquisition Regulations, e.g., FARs, DEARs

  • Environment, Health and Safety legislation and regulations.

Qualifications We Desire:

Education:

Graduate level education in business administrations, public administration, operations research, or its equivalent in training and experience is highly desirable.

Experience:

  • Experience with DOE or other governmental agency preferred.
  • Experience with integrated project driven accounting systems such as Costpoint in a Federal Government or Government contractor environment a plus.
  • Experience in data analytics is a plus.

Other

  • Certified Internal Auditor preferred or Certified Public Accountant
