What your job will be like:

The Senior Budget Manager plays a crucial role assisting Jefferson Lab leadership in maximizing organizational performance by providing strategic direction in budget planning and operations. This will include near-term and long-term accurate forecasts of resource needs, development of annual operating budgets, and analysis and reporting of expenditures across all funding sources. Reporting to the Chief Financial Officer, the Senior Budget Manager supervises up to fifteen budget analysts, assigned to support laboratory divisions and programs, in alignment with the mission of the Lab. The Senior Budget Manager works with the Chief Financial Officer (CFO) to develop, document, and implement policies, procedures, workflows, and tools addressing Lab-wide resource needs. The expectation is to streamline budget development and tracking of obligations and costs by WBS, element of cost, and project in compliance with contract requirements. You will be responsible for establishing a strategic budgeting approach that allows flexible forecasting for a complex spending portfolio with multiple funding sources.

In this role you will:

  • Manage the daily operations of the Budget Office and supervise a professional staff of budget analysts to include recruiting new analysts, providing initial and recurrent training, professional development opportunities, regular coaching, and performance management so analysts meet or exceed assigned goals and objectives in alignment with lab priorities and performance standards.
  • Create, document, and implement policies, procedures, workflows, and tools to achieve timely and efficient Budget and Program Support operations ensuring seamless integration with the Chief Financial Officer and the Business & Contracts Manager.
  • Plan and coordinate the annual budget development cycle by gathering organizational and project needs, assessing reasonableness of requests and consistency with lab priorities and contract funding profiles. Support the development of annual division and project operating budgets including required internal reviews and approvals.
  • Develop a seven-year budget forecast consistent with Department of Energy (DOE) guidance for the annual Office of Nuclear Physics Lab Managers Budget Briefing ensuring high quality budget data that is well-aligned with the Lab’s strategic vision.
  • Work with the Chief Financial Officer to prepare the annual incurred cost proposal and the annual indirect rate proposal for submission to the DOE. Together, monitor indirect and overhead rates during the course of the year making proposals to the COO as warranted for rate adjustments.
  • Prepare and distribute monthly reports of actual cost and variances against budget targets for divisions, projects, and programs. Notify budget owners and lab management when analysis indicates variances have or will exceed established thresholds and advise on corrective action
  • In coordination with lab leadership and CFO respond to ad-hoc requests from DOE HQ, DOE ORO, and DOE Site Office for additional budget related reports including graphics, charts, and tables that crisply summarize budget data and conclusions
  • Provide research and analysis in support of internal and external audits
  • Coordinate with the CFO and IT on proposed or required changes to the Lab financial management systems so any impacts on budget planning and reporting are identified and addressed

Qualifications we require:

Education:

Bachelors in Business, Finance, Accounting or directly related field of study.

Experience:

15 years of directly related work experience. Relevant experience may be substituted for education.

Knowledge, Skills, and Abilities:

  • Recruit, select, orient, train, schedule, and performance-manage up to fifteen professional budget analysts.
  • Ability to interact and maintain professional, positive working relationships with high-level government officials on sensitive, confidential topics
  • Perform all duties with absolute protection of confidential, proprietary, and sensitive information
  • Lead annual budget development cycle, gather organizational and project needs, assess reasonableness of requests, consistency with organizational priorities, and expected funding profiles, develop budgets, and brief internal and external leadership
  • Lead the regular reporting (at least monthly) of actual expenditures by organization unit, WBS, element of cost, and project, identify variances, and coordinate with Lab management on budget revision and cost control actions as needed
  • Respond to ad-hoc requests for additional budget-related reports, undertake research and analysis in support of internal and external audits, and develop and present graphics, charts, and tables to present or summarize budget data
  • Ability to prepare high-quality correspondence and presentations. Ability to communicate clearly and effectively in-person and through video conferences to team members, Lab leaders, the DOE, and external customers and collaborators

Knowledge, Skills, and Abilities (preferred):

  • Supporting scientists, engineers, and information technology professionals in a high technology organization
  • Working in a government contract environment in compliance with federal Cost Accounting Standards (CAS)
