Job Summary:

Our Performance Assurance Office evaluates performance trends and advances continuous improvement opportunities here at Jefferson Lab. As a Performance Analyst III, you will manage the Lab’s Independent Assessment and Risk Mitigation programs, both of which have a critical impact on the Lab’s ability to meet its Scientific mission and comply with the Department of Energy (DOE) prime contract. As the Subject Matter Expert (SME) for both programs, will have primary responsibility for managing resources, acquiring and distributing training, ensuring the programs are maintained and improved upon, and finally officially transmitting the associated deliverables to Lab Leadership and DOE.

Essential Job Functions:

  • Recognized as the Lab’s SME and primarily responsible for the Independent Assessment (IA) Program, to include prioritization, planning, and tri-party reconciliation and transmission of the official three-year Independent Assessment Schedule. Provides administrative direction to the Contractor Assurance System (CAS) Administrator.
  • Leads formal Event Investigation teams and analyses, including Causal Analyses and lab-wide Extent of Condition corrective actions. These efforts are typically programmatic in nature, and not necessarily limited to one department or area.
  • Primary responsibility for the Risk Profile and Mitigation Program, to include coordination of risk status information and deliverable submission to the Thomas Jefferson Site Office (TJSO) and other levels of DOE, as well as Lab Leadership. This includes quarterly program reviews with Lab Leadership, the Corporate Parent Board of Directors (BOD) and TJSO as appropriate.
  • Works with the SURA Internal Auditor to audit and provide a check / balance on financial risks and controls. Ensures that work products align with DOE expectations and that risks are properly identified, aligned with the Mission, and evaluated for mitigation efficacy
  • Obtain consensus on work products in the presence of various viewpoints.


Additional (Non-Essential) Job Functions:

  • Trains and educates others in detailed aspects of CAS processes
  • Operates independently as a member of the Performance Assurance team.
  • Works with the Lab’s Human Performance Improvement (HPI) SME to ensure HPI concepts are applied to all work outputs.
  • Seeks out regular professional development opportunities to continue career growth.


Required Qualifications:

  • Relevant Bachelor’s degree + 10 years relevant experience or equivalent combination of education and experience.

Knowledge, Skills, Abilities:

    • Expert level knowledge of and experience with leading and using DOE Contractor Assurance System components, specifically Assessments, Risk Analysis, and causal analysis as described in clause H.50, CAS
    • Formal Human Performance Improvement (HPI) training and demonstrated success in application
    • High level of ISO 9001:2015 and ISO 14001:2015 familiarity
    • Demonstrated ability to train or educate others in detailed aspects of Risk Assessment and Mitigation, Independent Assessments, Causal Analyses and Corrective Action Plans
    • Demonstrated ability to multi-task and prioritize work.
    • Ability to use MS Word, PowerPoint, Excel and Adobe Acrobat is required.


    Preferred Qualifications

    • Experience in a DOE or DOD system
    • DOE Risk Profile training and successful application
    • Familiarity with Laboratory or R&D Environments and government compliance regulated organizations.
    • Certification in Risk Management Assurance (CRMA)
    • Professionally trained facilitator
    • ISO 9001:2015 Lead Auditor (training plus certification)
    • Certified Quality Auditor (CQA) or Certified Internal Auditor (CIA) credential
