*The business needs for this position allow for a mainly remote work schedule. Must live within commuting distance of the lab.

What your job will be like:
The Procurement Officer will work to procure services, supplies, and equipment in support of the laboratory mission. Also responsible for managing assigned functional areas and providing back-up administrative support.

In this role you will:

  • Assist requisition officials in planning procurements. Conduct pre-proposal conferences and site visits.
  • Prepare and issue requests for proposals determine solicitation list and prepare request for quote/proposal.
  • Ensure that procurement actions up to simplified acquisition threshold are competitive to the maximum extent possible.
  • Prepare Price Analysis with specifications or requirements.
  • Negotiate procurement terms and conditions with oversight, as applicable.
  • Award purchase order or subcontract up to limit of delegated authority.
  • Advise user departments and staff on various procurement methods and alternate products, recommends substitutes as appropriate.
  • Review and monitor contracts and contract progress to ensure compliance with procurement requirements, policies and procedures. Analyze vendor performance and determine acceptable standards.
  • Provide contract close-out support to ensure all files are closed and archived.
  • Actively supports the department’s self-assessment program.
  • May participate in the development and recommendation of improvements or changes to procurement policies and procedures.

    Qualifications We Require:

    Education:

    Bachelor’s degree in relevant field

    Experience:

      5 years of full-time procurement/contracting experience or an equivalent combination of relevant education and experience. Typical related procurement management experience includes acquisition planning through contract closure.

      Knowledge, Skills and Abilities:

      • Understand the end-of-life cycle of information technology products.
      • General Knowledge of procurement activities with the ability to understand and apply rules and regulations to procurement scenarios with guidance.,
      • General experience with negotiating prices, terms and conditions.
      • Able to create and maintain good working relationships through excellent communication and team building skills; including the ability to engage successfully with both internal and external contacts and the public.
      • Demonstrated ability in analytical problem solving and critical thinking skills; ability to gather, organize, analyze and present data to appropriate sources.
      • Excellent communication skills, both verbal and written, including the ability to prepare and deliver clear, concise and grammatically correct documents and reports.
      • Well-developed negotiation and persuasive skills and techniques.
      • A professional level of expertise in multiple areas and demonstrated use of discretion and judgment in execution of duties is required.
      • Must be able to manage and maintain simultaneous, transitional, and emerging priorities, and meet established deadlines in a fast-paced environment.
      • Proficiency in computer software programs including the Microsoft Office Suite.
