We are looking for a skilled Budget Analyst who will perform budget planning, organize our finances and ensure company's profitability and growth. You will also review budget proposals and analyze financial data to optimize funding procedures.

A successful candidate should possess strong mathematical skills together with critical thinking. We expect you to have a keen attention to detail, good writing skills, and excellent communication abilities. Besides, you should maintain relevant knowledge about all legal regulations related to budgeting.

In this role you will:

  • Develop, analyze and report Lab budgets.
  • Interface and coordinate with Project and Activity Managers to assist in annual budget development, monthly cost reports/charts, and any other data analysis as appropriate.
  • Monitor and report performance against plans to ensure that cost and schedule objectives are met.
  • Informing the Project/Activity managers on projections and variances in order to maintain spending constraints, particularly during annual Continuing Resolution periods of the Federal budget
  • Complete maintenance and updates to the lab’s Work Breakdown Structure (WBS)
  • Develop, track and report against an activity-based Annual Work Plan (AWP) and budget at varying levels of the WBS and organizationally and projection of costs by DOE's Budget & Reporting Codes
  • Develop budget reports through report writing software , organize budget templates and data in a clear and intuitive manner.
  • Assist with the Lab’s budget presentations, budget submissions, reviews, and financial assessments/audits.
  • Conduct quality assurance checks on all reports before report is placed in the central repository
  • Identify and resolve problems and issues, as well as clarify policies and procedures, regarding JLab’s budget functions with Laboratory personnel, auditors, and external organizations.
  • Assist in preparation of audit work papers and answering questions for JSA’s internal auditor, and other audit entities as applicable
  • Identify and document internal controls. Recommend for approval procedural changes as necessary.
  • Implement new and/or changed procedures through revisions to desk manuals for all tasks.
  • Responsible for developing streamlining initiatives for functional areas of responsibilities
  • Preparing and submitting budget recommendations and presenting them to stakeholders

  • Helping managers to develop annual work plans commensurate with their budget

  • Performing cost/benefit analysis, and exploring expenditure and forecast spending trends

  • Creating projections for future budget needs

  • Ensuring the compliance of the organization’s budget structure to related legal regulations

  • Developing measures for budget optimization

  • Creating periodical and on-demand reports and presenting them to the senior management

  • Performs other such duties, tasks, and responsibilities as assigned by the Budget and Program Support Manager in support of Departmental, Divisional, and Laboratory goals and objectives

Qualifications we require:

Education

  • BS in accounting, finance, business or other relevant areas required
  • 5 years of professional experience working in a Budget Analyst position

Experience

  • Solid practical experience with MS Office and databases; knowledge of graphic software will be a bonus

  • Excellent knowledge of data analysis and forecasting practices

  • Excellent knowledge of budgeting and regulatory standards and best practices

  • Strong mathematical and analytical skills

  • Strong communication skills with close attention to details
